Correct me if I am wrong, but I think that the new virtual method cbProject::SetNotifications() in r12781 requires bumping the SDK version.

Is this a problem ? Is bumping the SDK a problem?
If not a problem, which level of the version should be changed?

It is not a problem, just something to do because the ABI has changed. Regarding level, it is up to you.
