What the difference between the "Help" and "Help wanted" forums?

Yes i'am serious, just wanting to understand precisely the forums.
First of all, what bothers me is that CB forums are split in 2 groups: the users and developpers groups. As CB is a development tool, IMHO users are supposed to be developpers. Correct me if I am wrong.

Developer forums (C::B DEVELOPMENT STRICTLY!)The description has caps and an exclamation mark. You just can't miss it ;)
Regarding the original question (help or help wanted?), the description says:
