Question about the debugger plugin

Why is it necessery for the debugger to be installed in the same dir as the compiler? I thought that this is why the secondary (additional) paths in compiler options were for (until I took a look at the code). Wouldn't it make more sence to search also in the extra paths for the debugger executable?
Life would be so much easier if we could just look at the source code.
