I doubt it is possible. But you can try to hack it and then post the patch.

It's easy to do.

Here it comes.
There is a new checkbox: "Settings -> Environment... -> Notebooks appearance -> Hide editor tabs", it's unchecked by default.

Don't forget to run update[.bat] after compilation.

Btw.: it's not tested on windows.
