Execution of mingw32 exe failed

There are two posters having issues that seem to match this post title at this time.
I have no idea why they are having the problem.
I created a windows batch file that I hope will determine whether the problem is in MinGW or not.

1. Download the Test_MinGW_Build.zip
2. Extract files
3. Edit batch file for correct CB_TOOLCHAIN_PATH
4. Run batch file
