"New from templates" is empty

I deactivated all the plugins, so I can activate just the ones I will use and that I know what it will do. But, It deactivated something related to the templates. I couldn't find in the cb wiki page/forum the plugin responsible to show all the templates. A screenshot is attached to make what is my problem clear.
