the toolbars positions are not properly restored when restarting CB

i'm used to use all toolbars in one line and my view->layout is saved accordingly
on every restart, CB shows the toolbars in two lines, as it is used in the CB default view-layout.

1791 and still there.

If you go to View->Layouts and select it again (click NO if it asks to save the current layout), everything is back again.

Another thing I noticed is if you change the size of the Messages dock it won't be restored either, but when you re-select the current layout it'll be.

So it's a problem applying the layout when Code::Blocks starts.

This might be a regression because on 1775 (latest nightly) it's fine for me.
