not opening the output file

Hi, I'm new to C++ and I'm trying to write a program that reads from an input file and writes to an output file, but whenever I try to build and run it says there's no errors, but nothing shows up on the screen and the output file doesn't get created.
Can someone give me some ideas on what's going on?
