Can't create folder

Hello;  I'm new to Code Blocks
I'm on Lubuntu, up-to-date version
Using Code Blocks 20.03
I just tried to create a project using the Open GL wizard.
It asks me for name of the project;  I enter "DL3D"
And I give it ~/ as initial directory
It shows me the folder that will be created is ~/DL3D/
But when I click Finish it tells me "Couldn't create the project directory."
If I create the folder manually before starting a project, I get the same error
I thought maybe I shuld use just '~' for folder
Tried /home/xx ... Ahhh, now it worked!
Okay, turn this from a question to a bug report, then.
