proposed MinGW FLTK 2.0 template

Hi,
I created a FLTK 2.0 template for MinGW,
it has Release, Debug, "Debug with console" configurations.

the debug w. console allows stdio output under Windows,
usefull for people used to TRACE() / OutputDebugString() or similar under Mickeysoft
(debugging GUI events w. just breakpts can be enough to make one go mad !)

It includes a .template file, so just unzip in share\CodeBlocks\templates folder
