wxWindowsQuickRef: A beginner's guide

The old wxWidgets/Code::Blocks/Windows guides in the Wiki were getting a bit outdated, and are also uncategorized and unreachable by normal browsing.

Therefore:
I've gone ahead and created a WxWindowsQuickRef Wiki page, which contains a quick reference for getting started in wxWidgets with C::B on Windows.

The goal is for it to answer all of the wxWidgets/MSW FAQs we get on the boards, by providing a definitive set of guidelines that the AFAQs (Askers of Frequently Asked Questions) can be referred to, plus the FAQ section at the bottom which gives the specific solution to the most common problems. Suggestions and constructive criticisms are welcome; and of course if any of the dev team think this is inappropriate it can certainly be removed.

EDIT:
Forgot to mention, I plan next to break out the description of wxWidgets build options into another section that additionally includes how they affect the generated folders and libraries.
