just curious but why does it say "for those who don't have mingw" in the nightly builds downloads for mingwm10.dll?

If you have the MinGW compiler suite installed this file is included.
Compiler logging: Settings->Compiler & Debugger->tab "Other"->Compiler logging="Full command line"
