Devpaks woun't install

When i run the devpak installer/uninstall i am asked to download latest miror update, and when i do i get the error: error connection to mirror. I tried downloading the devpaks manual and putting them in C:\Program Files\CodeBlocks\DevPaks but, there is no install button like the one Dev-Cpp has to manually install it if you already have the devpak. I can access the devpaks.org site in my browser so i know its not a connection problem. I am not behind a proxy. Any ideas?
