'Export Makefile' disabled?

I'm not sure if this is specific to rev. 6863, but it seems no matter what I do, 'Export Makefile' is disabled.  Is there something I need to do to enable it?

Fair enough.  That being the case, shouldn't the option be removed from the menu as opposed to being disabled (at least until there is a plugin that actually provides that functionality)?

Probably, it is disabled since the 1.0rc days.
