Trouble setting up Code::Block with minGW can't find zlib1.dll

I have spent most of the afternoon trying to setup Code::Block but I can't seem to get past this problem. Every time I try and build I get an error stating: The program can't start because zlib1.dll is missing from your computer. Try reinstalling the program to fix this program. When I goto the minGW package manager the msys-zlib (Both dev and dll) are already installed. What do I have to do to get past this error?
