Why is CodeBlocks stuck at 13.12!?

Hello every one .
First of all Thank your for all of your hard work for bringing such great IDE. 
I checked the download page and noticed the latest stable version of CodeBlocks is still 13.12 from 2013! Why is that ?
If I recall correctly CodeBlocks were supposed to have a release date like ubuntu ( a stable release each 6 months )
Is there a difficulty of some kind avoiding any stable releases or its just a managerial decision?
In any case , whcih nightly build is the most stable one so far? what do those who want to download CBs latest stable version, should do in terms of downloading?(how to know which nightly build to get? )

Just use the latest and report any problems you find.

when will the next version release?I am from China ,I like it very much, however,can next version look like nice,just like codelite?

What do you mean by this? Code::Blocks is different project.
If you want to use something that looks like CodeLite, just use CodeLite or be specific.

What stops the Code::Blocks development? Not enough developers, not enough money, technical issues, someone's decision?

My guess is the waste of developers time answering the same question over and over.

The correct word here is not stops, but slows down.
And the answer is lack of time, because no one of the developers is payed to develop cb as day job.
The development happens because some people don't like something in cb and they contribute their time to improve it.

If you don't like something in codeblocks, start digging, ask question, post patches and we'll try to help as much as we can.
