Can Code parser be inside sdk ?

I was just wandering if code parser could be placed inside sdk... it would greatly help to develop some nice code-analysing tools (such as RAD tool mentioned somewhere here on forum and some other nice things )  .

Extracting it using Plugin manager can be very unstable but writing own parser - time consuming and time wasting (assuming that it has been done yet)
