Is there a plugin template for the current SVN hiding anywhere?

Not template, but plugin.
Go to menu Plugins->Plugin wizard.

Altrough it's high likely it will be replaced with a wizard based on the new system.

Stupid me! I had turned it off while testing CodeStat.
That's why I couldn't find it.
