Disabling the open file dialogue

I'm doing some development on Windows, while usually working on Linux. I noticed that in the latest version for windows, there is an "open file dialogue" that appears when pressing ctr+tab instead of cycling through tabs. Is there any way to disable this?

No, but why would you do this? Alternatively you can enable the option to show the tab selection drop down menu at the bottom right of the editor's tabs and use it, if this is more convenient for you.

If you mean the dialog that is opened if you chose "View -> Switch tab", you can change (or remove) the hotkey with the keybinder.plugin (if you have installed it).
"Settings -> Editor... -> Keyboard shortcuts"
