Virus?

How is it, when I installed C::B13.12mingw.setup from sourceforge, My fire wall blocked it, multiple times. The standard C::B13.12 had no problem, aside from not having a compiler -_- is this a threat to my PC? or Is Windows being Windows? Explanations would be most welcomed

After doing a little more digging...(sorry is 8am and all after working an 8 hour night shift @_@) I see it may just be Chrome being Chrome. Let me actually download this time after trying to reinstall to show you guys the error message. Going to finish set up and run a Virus detection just to make sure, and I will post my findings
