A couple of people here do; whoever made QtWorkbench for Code::Blocks might be interested (or might have already fixed it).

I have used Qt 3 with C::B for a short time and did not have particular troubles. Anyway, I did not use the template, but I have configured the project myself (not very difficult :)).
