I'll try to do that.
But I was thinking about a downloadable french version available on codeblocks.org (a complete installable version).

I'll tell you if I think that the french version is usable ;)

I have compiled a french version. I corrected some mistakes but the pot file uploaded on launchpad is too old (Feb 2006) and some strings are missing.
The result is almost OK.
My work is available (in french) at http://grandzebu.net/informatique/cpp/codeblocks.htm
I have uploaded the .po file at launchpad.
I leave on holiday for a week ... without internet !  :D

I've seen that some translations are missing. Is there a way to translate just them ? I suppose...
We also need to translate the tips and the homepage. How can we do that ?

Finally, we need to make a french installer, but this is the easy part...

Translating them is easy, it's a plain text file. Organising them is another thing...
Currently we do not have support for internationalising the tips at all (though it should not be hard to implement).
If you make any translations of the tips file, you should save it to a file named tips.[lang].txt, with [lang] being the respective ISO 639-1 code (for example tips.fr.txt or tips.it.txt). Then we can simply choose the right file after querying the locale.

I'm trying to use heromyth's script (Found at http://wiki.codeblocks.org/index.php?title=Internationalization )

We have some lines such :

xgettext -C -n -k_ -j -o po\codeblocks.pot sdk\*.cpp sdk\*.h

but xgettext don't like   sdk\*.cpp   and say 'bad argument'. It seems that the * can't be used. :x
I'm looking for a version of xgettext which accept le * character.

No, it seems that there's nobody here !
Since nobody can inform me about this    *&$:\:/   of xgettext, I'm going to write my own tool which will do the work of the script in order to get the desired .pot file. :cry:
